Is there anything to vote on? YES - IRS Policy Resolution 70-604
What is IRS Policy Resolution 70-604? When BCCO collects more money than it spends in a year (a surplus), it has two choices: pay taxes on that extra income or apply it to the next year’s budget. This “resolution” is BCCO officially choosing to apply it to next year’s budget.
Each year, Beard’s Cove Community Organization adopts a tax election under IRS Revenue Ruling 70-604. This allows the Association to carry over any unused funds from homeowner dues into the next year’s budget instead of paying taxes on it. In simple terms, if more money is collected than spent, the extra can be used to help cover future expenses or reduce the need for higher assessments. This applies only to money collected from homeowners and helps the Association manage funds responsibly while avoiding unnecessary taxes.
